2015 оны 12 дугаар сарын 29-нд тохиож буй Монгол Улс Үндэсний эрх чөлөө, тусгаар тогтнолоо сэргээн тогтоосны 104 жилийг ойг тохиолдуулан Ерөнхийлөгч Ц.Элбэгдорж Монгол Улсаас АНУ-д суугаа Элчин сайд Булгаагийн Алтангэрэлд Монгол Улсын Гавьяат хуульч цол хүртээв.

Элчин сайд Б.Алтангэрэл 1979 онд Москвагийн Олон улсын харилцааны дээд сургуулийн олон улсын эрх зүйн ангийг төгссөн бөгөөд 1992 онд АНУ-ын Колумбын Их Сургуульд олон улсын эрх зүй чиглэлээр суралцаж, 2003 онд Киевийн Их Сургуульд хууль зүйн ухааны докторын зэрэг хамгаалсан.

Др. Б.Алтангэрэл 1994 онд МУИС-д олон улсын эрх зүйн тэнхимийг үүсгэн байгуулж, эрхлэгчээр нь 4 жил ажиллаж, улмаар 1995 онд олон улсын эрх зүйн ангийг нээсэн. Монголын Улсын Их сургуулийн профессор, МУИС-ын ХЗДС-ийн хүндэт профессор, ОХУ-ын хууль зүй, аюулгүй байдлын Академийн профессор юм. Тэрбээр Олон улсын эрх зүйн чиглэлээр 20 гаруй эрдэм шинжилгээний өгүүлэл, 20-иод ном, товхимол бичиж хэвлүүлжээ.

Тэрбээр Монгол Улсын Их Хурал, Улсын Бага Хуралд зөвлөх, Гадаад харилцааны хэлтсийн дарга, ГХЯ-ны Гэрээ эрх зүй, Консулын газрын захирал, Монгол Улсаас Турк, Их Британи, Умард Ирландын Нэгдсэн Вант Улсад суугаа Элчин сайдын албыг тус тус хашсан.

Мөн 1985-1988 онд Монгол Улс, ЗХУ-ын хоорондын хилийг шалгах Засгийн газар хоорондын Комиссын гишүүн, 2007-2012 онд Олон улсын Эрүүгийн Шүүхийн дэргэдэх Итгэлцлийн сангийн Захирлуудын зөвлөлийн гишүүн зэрэг улс хоорондын болон олон улсын хариуцлагатай ажил үүргийг хариуцан гүйцэтгэхийн зэрэгцээ НҮБ-ын Ерөнхий Ассамблейн ээлжит чуулган, Далайн эрх зүй, Хүмүүнлэгийн эрх зүй, Хүний эрх асуудлаарх хурал, чуулган болон Олон улсын Эрүүгийн шүүхийн оролцогч талуудын  бага хурал, Олон Улсын Парламентын Холбооны бага хуралд  улс орноо удаа дараалан төлөөлөн оролцож байсан.

Элчин сайд Б.Алтангэрэл Монгол Улсын Үндсэн хууль, Монгол Улсын олон улсын Гэрээний тухай хууль, Дипломат албаны хууль болон ОХУ, БНХАУ-тай байгуулсан хилийн дэглэмийн гэрээ, Транзит тээврийн хэлэлцээр зэрэг хууль эрх зүйн олон баримт бичгийг шинэчлэн боловсруулах, байгуулах болон тэдгээрийг олон улсын түвшний нийтлэг хэм хэмжээнд хүргэхэд гар бие оролцож, үнэтэй хувь нэмэр оруулжээ.

AMBASSADOR ALTANGEREL ENTITLED AS STATE MERIT LAWYER OF MONGOLIA

 December 29, 2015, on the auspicious occasion of the 104^th Anniversary of the restoring the national freedom and independence of Mongolia, President Ts. Elbegdorj bestowed upon His Excellency Altangerel Bulgaa, Ambassador of Mongolia to the United States, the title of the State Merit Lawyer of Mongolia.

Ambassador Altangerel graduated in International Law at the Moscow Institute of International Relations, USSR in 1979, and studied International Law and International Public Affairs at Columbia University, USA in 1992, as well as earned his Ph.D in International Law at the National University of Kiev, Ukraine in 2003.

Dr. Altangerel established the first International Law Department at the Mongolian National University and served as its Head for 4 years. He is a Professor of the Mongolian National University and a Professor of the Law and Security Academy of Russia. He published more than 20 scientific articles and 20 books and brochures on international law.

Ambassador Altangerel served as an advisor to the Chairman of the State Great Hural of Mongolia and Division Chief of the Secretariat of the State Great Hural Director-General of the Legal and Consular Department of the Ministry of Foreign Affairs of Mongolia as well as Ambassador Extraordinary and Plenipotentiary of Mongolia to Turkey and United Kingdom respectively.

Ambassador Altangerel accomplished such responsible duties as Member of the Inter-Governmental Commission on the inspection of State Boundaries between Mongolia and the USSR from 1985 to 1988, and Responsible Secretary of the Mongolian Inter-Parliamentary Group from 1990-1997, and Member of the Board of Directors of the Trust Fund for Victims of the International Criminal Court from 2007-2012 representing Asia.

He represented Mongolia at the distinguished fora such as the UN General Assembly Sessions, Conferences on the Law of the Sea, and on Humanitarian Law, Human Rights as well as the Assembly of the States Parties of the International Criminal Court, and  the Inter-Parliamentary Union Conferences to name few.

Ambassador has personally participated and significantly contributed to the renewed drafting and bringing numerous laws of Mongolia to the international standards, inter alia, Constitution of Mongolia, Law on International Treaty and Law on Diplomatic Services and to the conclusion of Border Treaties with Russian Federation and People’s Republic of China as well as Agreement on Transit Transportation.
